New York State Comptroller Thomas P. DiNapoli has released an audit highlighting both the value and areas for improvement in the state’s registered apprenticeship programs. The Department of Labor (DOL), which oversees more than 900 such programs, was found to have opportunities to enhance its processes, according to the report.

“Apprenticeship programs open doors for many New Yorkers to access well-paid jobs that become careers, while helping businesses and unions train the workforce they need,” said DiNapoli. “My auditors identified where improvements are needed, and the Department of Labor’s planned response should lead to a speedier review of applications, strengthened monitoring of programs, improved apprenticeship data and expanded trade opportunities. I commend Labor Commissioner Roberta Reardon and her team for their efforts in promoting New York’s apprenticeship programs.”

Labor Commissioner Roberta Reardon responded positively to the audit’s findings. “We thank the Office of the State Comptroller for taking a close look at this important program which provides a proven pathway to high-paying, in-demand careers, and a skilled workforce for businesses,” she said. “We understand the importance of ensuring efficient use of every taxpayer dollar. I was glad to see the work we’re doing right now to modernize the Registered Apprenticeship program addresses many of the issues raised. The new online system will streamline applications, improve program oversight, and enhance data collection, reporting, and information sharing with both businesses and apprentices. This will ensure Registered Apprenticeships continue to evolve to meet the needs of New York’s economy and the workers who power it.”

Gary LaBarbera, President of the NYS Building & Construction Trades Council, also commented on the audit’s significance: “Apprenticeship programs are the gold standard for developing a safe, skilled and diverse workforce that’s ready to meet the demands of New York’s construction and infrastructure projects,” he said. “We appreciate State Comptroller DiNapoli’s efforts to strengthen oversight and ensure these programs remain accessible, accountable and focused on upward mobility for all New Yorkers.”

Registered apprenticeship programs combine classroom instruction with paid on-the-job training over one to five years. These initiatives are typically offered at no cost by employers or unions and can lead participants toward industry-recognized credentials in sectors such as construction, health care, information technology, and manufacturing.

The audit covers activity from April 2019 through August 2024. It recommends changes at DOL aimed at improving efficiency in application processing, strengthening oversight mechanisms, enhancing data integrity, and expanding opportunities within various trades.

Employers participating in approved apprenticeship programs may be eligible for financial incentives like refundable tax credits through initiatives such as the Empire State Apprenticeship Tax Credit (ESATC), which helps offset state income or franchise taxes.

The DOL stated that modernization efforts already underway—including a new online system—are expected to address many recommendations outlined in DiNapoli’s audit.
