On November 18, 2025, Hope Knight, President, CEO, and Commissioner of Empire State Development, issued a statement regarding the recent unanimous approval by the Onondaga County Industrial Development Agency of Micron’s Final Environmental Impact Statement (FEIS). This approval completes the state environmental review process for Micron’s planned semiconductor manufacturing facility in Central New York.
According to Knight, “Today marks a momentous milestone for the Micron project in Central New York — and sets the stage for the company to begin work on one of the largest semiconductor manufacturing facilities in U.S. history, right here in New York. The unanimous vote this morning by the Onondaga County Industrial Development Agency to approve the FEIS findings statement formally concludes the state environmental review process, paving the way for Micron to obtain all state, local, and federal permits to support the start of site work.”
Knight noted that last week, the New York State Department of Environmental Conservation (DEC) issued a draft Title V air permit covering the first phase of Micron’s development. She stated, “This follows the New York State Department of Environmental Conservation’s (DEC) issuance of the draft Title V air permit last week. The permit — available for public review here — will cover the entire first phase of Micron’s megafab build out, and marks another major achievement in the project’s timeline.”
She also emphasized that while these steps are technical in nature, they represent substantial progress toward advancing this large-scale project. “While these advancements are technical, they reflect major progress for this project. To get to this moment, Micron, Onondaga County, and New York State have worked to ensure a thorough, transparent review that upholds the highest standards of environmental stewardship and public engagement.”
Knight highlighted Governor Hochul’s role and underscored broader economic goals: “Under Governor Hochul’s leadership, New York continues to set a national example for how government and industry can work together to deliver large-scale, transformative economic development. This project will create thousands of good-paying jobs, strengthen our domestic semiconductor supply chain, and usher in a new era of innovation and opportunity for the Empire State.”
The completion of this phase enables Micron to proceed with obtaining necessary permits at various levels as it prepares to begin construction on what is expected to be one of America’s largest semiconductor plants.
