Public comment hearing set for Two Rivers Solar Farm project in St. Lawrence County

The New York State Department of Public Service has announced that the Office of Renewable Energy Siting and Electric Transmission (ORES) will conduct a public comment hearing regarding the proposed Two Rivers Solar Farm, LLC. The 200-megawatt solar facility is planned for the Towns of Massena and Brasher in St. Lawrence County.

The application for the project was filed with ORES on January 28, 2025, and a notice confirming its completeness was issued on August 4, 2025. Details about the application are available on the ORES permit applications page at https://dps.ny.gov/ores-permit-applications under Project Permit Application Number 23-02991.

The in-person hearing is scheduled for Thursday, November 20, 2025, at 6:00 p.m. It will take place at Massena Town Hall, located at 60 Main Street – Room 30 in Massena, NY.

All individuals or organizations who may be affected by the proposed facility are invited to attend and provide comments on both the application and draft permit conditions. Oral comments during the hearing may be limited to three minutes per person to allow all interested parties an opportunity to speak. Both oral and written comments will receive equal consideration and will become part of the administrative record through transcription.

The venue is accessible to people with mobility impairments. Those requiring special accommodations should contact the Department of Public Service’s Human Resource Management Office at (518) 473-9463 as soon as possible. TDD users can request sign language interpretation via New York Relay Service at 711. Free language assistance services are also available by calling (800) 342-3377.

If changes occur—such as cancellation or rescheduling—the latest updates will be posted on https://dps.ny.gov/ores.

Written comments must be submitted by Friday, November 21, 2025, no later than 5:00 p.m., either online via the DPS Document and Matter Management system linked from https://dps.ny.gov/ores-permit-applications under Project Permit Application Number 23-02991 (“Post Comments” tab), by email to [email protected], or by mail addressed to ORES at Empire State Plaza in Albany. All written statements will be given equal weight alongside oral remarks if submitted before or postmarked by this deadline.

Written public comments are subject to posting on DMM; however, duplicate or inappropriate submissions may not be published or could be removed without notice according to ORES guidelines.

Harriman Campus, Building 9), electronically through https://dps.ny.gov/ores-permit-applications under Project Permit Application Number 23-02991, or locally at both Massena Town Hall (60 Main Street) and Brasher Town Hall (11 Factory Street).
