Public comment sought on NYSEG’s proposed Finger Lakes transmission line project

The New York State Public Service Commission has scheduled an in-person public information forum and statement hearing for October 8, 2025, to gather input on a proposed transmission line project. The application under review was filed by the New York State Electric & Gas Corporation (NYSEG) as part of its plan to rebuild Line 982, a 115-kilovolt transmission line running approximately 20.7 miles between Montour Falls Substation in Schuyler County and Coddington Substation in Tompkins County.

According to NYSEG’s application, the project would involve replacing conductors, insulators, and structures along the existing centerline. Additional work would include installing stormwater management features, setting up temporary staging areas, and improving access roads. These activities would take place in several towns across Schuyler and Tompkins counties.

Before construction can begin, NYSEG must secure a Certificate of Environmental Compatibility and Public Need from the Commission under Article VII of the Public Service Law. The Commission has the authority to approve, reject, or modify the proposal after considering evidence and comments from participants and the public.

A public information forum will start at 1:00 p.m., followed by the statement hearing at 2:30 p.m., both at the Human Services Complex in Montour Falls. Maps of the proposed route will be available, and representatives from the Department of Public Service will explain the certification process. NYSEG will present details about the project, after which attendees can ask questions and make statements for the record before Administrative Law Judges.

“It is not necessary to make an appointment in advance, or present written material to speak at a hearing. Persons will be called to speak after completing a request card. The public statement hearing will be held open a minimum of 30 minutes and will be kept open until everyone wishing to speak has been heard or other reasonable arrangements have been made to include their comments in the record. A verbatim transcript of the public statement hearing will be made for inclusion in the record of this proceeding,” according to the notice from the Commission.

Those unable or unwilling to attend can submit comments referencing “Case 24-T-0710” online at www.dps.ny.gov or by mail to Hon. Michelle L. Phillips, Secretary of the Public Service Commission. Comments must be received by January 29, 2026. Electronic filing is encouraged; all submissions will be posted online for public viewing.
