Public hearings announced for revised climate vulnerability and resiliency plans

The New York State Public Service Commission has scheduled a series of in-person public statement hearings to discuss the revised climate vulnerability and resiliency plans submitted by New York State Electric & Gas Corporation and Rochester Gas and Electric Corporation. These revised plans were filed on March 19, 2025, following the Commission’s order on electric utility climate change resilience plans from December 19, 2024.

Hearings will be held before an Administrative Law Judge at three locations. The first is set for Wednesday, October 22, 2025, at 1:00 p.m. in Rochester City Hall, City Council Chambers, Room 302-A, located at 30 Church Street in Rochester. On Thursday, October 23, two sessions are scheduled: one at 1:00 p.m. at Binghamton City Hall (38 Hawley Street) and another at 6:00 p.m. at the Greater Ithaca Activities Center (301 W. Court Street).

Members of the public who wish to comment may do so during these hearings without needing an appointment or prepared written materials. Individuals will be called to speak after filling out a request card. Each session will remain open for a minimum of thirty minutes and will continue until all speakers have been heard or other arrangements have been made.

Accommodations are available for those with disabilities by contacting the Department of Public Service’s Human Resource Management Office at (518) 473-9463. TDD users can request a sign language interpreter through the New York Relay Service at 711. Free language assistance services are also available for individuals who need help understanding or reading English by calling (800) 342-3377.

Those unable to attend in person have additional options for submitting comments regarding “Case 22-E-0222.” Comments may be filed online via www.dps.ny.gov by searching the case number and selecting “Post Comments,” or mailed to Hon. Michelle L. Phillips, Secretary of the Public Service Commission, Three Empire State Plaza, Albany, NY 12223-1350; electronic submissions are encouraged as all timely comments will be posted publicly on the Department’s website under the case number.

Alternatively, individuals may provide input via the Commission’s Opinion Line at 1-800-335-2120. This toll-free line is open around-the-clock for in-state callers to leave comments about pending cases; while not transcribed verbatim, summaries are provided to the Commission.

Untimely comments received after October 24, 2025 may not be considered by the Commission.
