The New York State Public Service Commission has scheduled two virtual public information forums and statement hearings on December 3, 2025, to discuss a proposal from the New York State Electric & Gas Corporation (NYSEG). The company is seeking approval for a Certificate of Environmental Compatibility and Public Need under Article VII of the Public Service Law. If approved, this certificate would allow NYSEG to rebuild and replace its existing 115 kilovolt Line 910, which runs approximately 11.1 miles between the Malone Substation in the Town of Malone and the Willis Substation in Chateaugay. The line passes through the Towns of Malone, Bellmont, Burke, and Chateaugay in Franklin County.
As part of the project, NYSEG plans to offset the rebuilt line within its current right-of-way but will need to expand that area and acquire additional property rights. Details about these changes are included in NYSEG’s application.
According to state law, the Commission may approve or reject NYSEG’s proposal in whole or in part or make modifications. The decision process will include consideration of comments from stakeholders and members of the public.
The first session on December 3 begins with an information forum at 1:00 p.m., followed by a public statement hearing at 1:30 p.m. A second set starts at 6:00 p.m., with an information forum at 6:00 p.m. and a hearing at 6:30 p.m. Both sessions can be accessed electronically via meetny-gov.webex.com or by phone.
During these forums, representatives from the Department of Public Service will explain how certification works while NYSEG will outline its project plans. Attendees can ask questions about both the process and pending application.
Each forum is followed by a public statement hearing where individuals who wish to comment must register by December 1, 2025, at 4:30 p.m. Registration for electronic participation is available through https://dps.ny.gov/calendar by selecting “Malone Rebuild Project Public Statement Hearing” and following prompts for registration details. Those unable to participate online can register by calling 1-800-342-3330.
At each hearing, participants are muted upon entry until called upon by an Administrative Law Judge (ALJ) to speak on record. Hearings continue until all registered speakers have been heard or alternative arrangements are made for comment submission. Time limits may be imposed if necessary; lengthy remarks should be submitted in writing with oral summaries provided during hearings. Transcripts from these hearings will become part of the official case record.
