Public Service Commission schedules hearings on proposed NYSEG and RG&E rate increases

The New York State Public Service Commission (PSC) has scheduled a series of public statement hearings, both in-person and virtual, to gather input on proposed changes to electric and gas delivery rates by New York State Electric & Gas Corporation (NYSEG) and Rochester Gas and Electric Corporation (RG&E). The hearings will take place from September 30 through October 21, 2025.

On June 30, 2025, NYSEG and RG&E submitted amendments seeking increases in their annual electric and gas delivery revenues for the period ending April 30, 2027. NYSEG is requesting an increase of approximately $464.4 million in electric delivery revenues, representing an 18.4 percent overall rise or a 35 percent increase in base delivery revenues. For natural gas, NYSEG proposes a $93 million increase, which would be a 22.1 percent overall rise or a 39.4 percent boost in base delivery revenues. RG&E seeks an increase of about $220.2 million for electric delivery (a 19.8 percent overall rise or a 36 percent increase in base delivery revenues) and $72.9 million for natural gas (a 17.1 percent overall rise or a 32 percent boost in base delivery revenues). The impact on customer bills will depend on how revenue allocation and rate design are implemented.

According to the companies, these proposed increases are intended to support investments aimed at meeting growing energy demand across New York State as well as upgrading aging infrastructure to improve reliability and customer service. They cite factors such as increased storm- and vegetation-management expenses, capital investments to address aging infrastructure, information technology upgrades, additional operations and maintenance costs for electricity services, prevailing wage requirements, federal and state pipeline safety mandates for system upgrades, and costs associated with clean energy goals as primary drivers behind the proposals.

As part of the filings, both companies propose closing several walk-in offices: NYSEG’s Auburn, Ithaca, and Oneonta locations; RG&E’s Sodus office; and RG&E’s Rochester office at City Center.

Public statement hearings are scheduled as follows:

– September 30: Sodus Community Library at 1 p.m.; Cayuga Community College at 6 p.m.; Rochester City Hall at both 1 p.m. and 6 p.m.
– October 7: Binghamton City Hall at both 1 p.m. and 6 p.m.
– October 8: Ithaca Town Hall at both 1 p.m. and 6 p.m.
– October 16: SUNY Oneonta Morris Conference Center at 1 p.m.

Virtual public statement hearings will be held on October 21 at both 1 p.m. and 6 p.m., accessible via meetny-gov.webex.com or by phone.

Those wishing to comment virtually must register by October 17 through the Department website or by calling the provided number with their contact information.

Participants can also submit comments online via www.dps.ny.gov by referencing the relevant case numbers (“25-E-0375” or “25-G-0378” for NYSEG; “25-E-0379” or “25-G-0380” for RG&E), by mail addressed to Hon. Michelle L. Phillips at the PSC’s Albany office, or through the Commission’s Opinion Line at any time.

All comments must be received by October 24 to be considered part of the official record.

The PSC is required under state law to consider utility rate proposals thoroughly before making decisions that may adopt, reject, or modify them based on evidence gathered from all parties including public feedback.
