Virtual hearing set for proposed Long Island transmission line project

The New York State Public Service Commission has scheduled a virtual public statement hearing for December 3, 2025, to discuss an application submitted by PSEG Long Island LLC on behalf of the Long Island Power Authority (LIPA). The application seeks a Certificate of Environmental Compatibility and Public Need under Article VII of the Public Service Law.

LIPA’s proposal involves constructing, operating, and maintaining the Syosset to Oakwood Project. This project would add a new underground electric transmission line approximately 2.8 miles long with a capacity of 138 kilovolts. The line would run mainly within roadway rights-of-way between LIPA’s existing tap in the Town of Oyster Bay, Nassau County (Woodbury Tap), and its substation in the Town of Huntington, Suffolk County (Oakwood Substation). Additional work includes installing new riser and transmission poles at Woodbury Tap and building new facilities at Oakwood Substation north of the current location. Modifications are also planned for portions of existing Lines 138-675 and 138-676 between these points.

According to state law, the Commission can approve or reject LIPA’s plan entirely or partially or require changes. In making its decision, it will consider feedback from parties involved in the process as well as comments from members of the public.

A virtual hearing will take place before an Administrative Law Judge on Wednesday, December 3, at 5:00 p.m., accessible via meetny-gov.webex.com using access code 2823 581 5171 and password Dec3-5pm. Anyone interested may listen to the hearing without speaking by calling in with the provided information. All participants will be muted upon entry; those registered to speak will be called upon individually by the judge. Reasonable time limits may apply to ensure all voices are heard; longer statements should be summarized orally with full comments submitted in writing.
