The New York State Public Service Commission has scheduled a virtual public statement hearing for November 12, 2025, to discuss a petition from Agricola Wind, LLC. The company is seeking lighter regulatory oversight as a wholesale electric generator and a Certificate of Public Convenience and Necessity under Section 68 of the Public Service Law.

Agricola Wind submitted its petition on September 3, 2025. The proposal involves building and operating a wind-powered electric generating facility with a maximum capacity of 99 megawatts in the towns of Venice and Scipio in Cayuga County. If approved, the facility would connect to the state power grid through a switching station linking New York State Electric & Gas Corporation’s Wright Avenue station to the Milliken 115-kV transmission line.

The construction and operation of this facility would depend on receiving a Major Renewable Energy Facility Siting Permit from the Office of Renewable Energy Siting under Article VIII of the Public Service Law. The Commission’s review will not overlap with issues already being considered by ORES.

A virtual public statement hearing will take place at 1:00 p.m. on November 12, accessible via meetny-gov.webex.com using access code 2824 686 6622 and password Nov12-1pm. Phone-only participants can dial 1-929-251-9612 with access code 2824 686 6622 and password 66812017.

Anyone wishing to comment may do so during the hearing by logging in electronically or calling by phone at the specified time. Those who prefer only to listen can also use these phone details without making a statement. All participants will be muted upon entry, and speakers will be called upon by the Administrative Law Judge (ALJ). Time limits may be imposed to allow all voices to be heard, and written comments are encouraged for lengthy statements. A verbatim transcript will be made part of the case record.

Immediately following the public statement hearing, there will be a virtual procedural conference as part of the same teleconference session. This conference aims to identify potential parties and provide opportunities for interested persons to propose procedures for how the ALJ and Commission should proceed with this case—including whether an evidentiary hearing is warranted based on facts presented or public input—and address other procedural matters.
